LLJohnson - There are multiple brands of bully sticks. At our local pet store they sell some cheaper ones from South America that literally smell like death when they're being eaten, but right next to them they have some U.S ones that don't smell at all. Another store near us has another brand that doesn't smell at all either. You've just got unlucky and ended up with the really smelly ones. There are good ones out there and they're better than rawhide.

To the original poster, I was in the same boat as you when my boy was a puppy. I was feeding adult food and the guidelines on the bag didn't help, so what I did was look at the guidelines on the Puppy food made by the same company. So for Earthborn, I'd use the guideline linked below which says for a 13 week old puppy who's 30 lbs, you should be around 3.5 cups per day. One thing to consider is whether each cup of the puppy food has about the same calories as the adult food you're feeding. If the Puppy food is higher in calories, then you need more than 3.5 cups of the adult food to match the calories...and vice versa.

As for the chart posted above, it totally depends on the food you're feeding. There are some foods with 300 calories per cup and some with 500 calories per cup. In the example above, it goes all the way up to 10 cups a day. 10 cups of 500 calorie food is equal to 17 cups of 300 calorie food, so be careful using one guideline.
