CR, Mystic is really pushing your buttons and I agree that it is self rewarding. The part where you lured her into the crate with treats is a big no-no. Either put a pull tab on her or a leash and give her a very strong correction if she refuses the command "crate" or whatever you use. She needs a good correction so the next time you say crate, she will run her ass in there and lay down without even thinking otherwise. At this stage you have to be firm and let her know she cannot get away with any disobedience. I know it sounds harsh and I know it's not easy to give a hard correction to the dog you love, but it's for the best. You need to regain control and let her know you run this house.
I would crate her every chance you can't supervise her. Restricting her freedom when you're not there is the only way you know for sure she won't get in the garbage. The part where she goes for the garbage when you are around, well just hide the garbage can or catch her quick enough to correct her. The only way to extinguish behaviors is to set her up and correct her for making the wrong choice. Train and retrain the leave it. The important thing is to be consistent and try your best to not allow her to access the trash.
