Kentucky is in the dog house when it comes to getting tough on animal abuse. Kentucky is the worst state in the nation throughout 2008-2009 for animal protection laws, according to the Animal Legal Defense Fund.
According to the report, the Kentucky has no provisions for abandoned and abused animals, and no restrictions on future ownership of animals for people convicted of cruelty to animals.
There is also no provision for offsetting the high cost for caring for abused animals.*
