Walking on leash help

I have an unusual problem with Boris (at least what I think is unusual). We have been trying to train him to walk nicely on a leash. We have been working for a couple weeks at home and did some more formal traing in puppy training class today. The problem with all of our other dogs has been pulling. The problem with Boris is that he won't go!!! He's a 12 week old EM. is this normal?! He will walk a couple feet if he feels like it, then plop down. He hasn't walked more than 10 feet, so I know he isn't worn out. He is extremely stubborn. I have tried coaxing with treats and favorite toys (which sometimes helps), lifting his bottom to get him back on his feet and turning to walk the other way if he is being stubborn about going a particular direction. This is so opposite of what our other dogs have done that I'm a little perplexed.
Thanks for your help!

I had this issue with Claymore at first. Between 9-12 weeks he was hard to get "going" on a leash. He outgrew it around 12 weeks and now we are working on loose leash walking. It seemed normal.

Kryten didn't want to go for walks until he was about 6 months. This was with his brother bouncing around anytime a leash was touched. For those first few weeks I used treats and coaxing and kept all walks around 10 minutes or so. At 6 months all of a sudden walks were great and it became more of a challenge to keep them short.

I don't know if this will help, but what about walking him with one of your dogs that pull the least..?

I'd say it's natural - some puppies are home-bodies. Denna was very slooooow going out for walks, than pranced her way back to the house.

Also, the puppy should still be in 'follow-me' mode, so just keep walking and let the puppy trail along after you.

I was able to coax Denna to start moving again if she stopped, though, so she wasn't quite as hard a case...

Boris is a normal em boy! All of my boys did that two step then flop deal! Give him some time, eventually he will stop trying to control where and how you go and begin to want to please you. I did not start leash work with my current pup until he was about 3 months old because I knew this is what he would do. Once he began to get a little more courageous, we started on leash training.
