We decided to spruce things up and fix some things under the hood. If you notice any issues, feel free to contact us as we're sure there are a few things here or there that we might have missed in our upgrade.

What do I do in this situation?

If you truly believe he's not playing with a full deck, dummy down when you talk to him. "You are being mean to my dog. If you don't stop it, I will call the police." And make sure you tape the conversation, plus his antics. You REALLY don't want your dog to break through that fence line & kill his dog. If he's really addled, as you say, he may not realize how dangerous his game is for his dog, or your daughter who might get caught up in the melee, or at the very least witness something horrific.
I think the leash trick is a good one, too. You said she's pretty good on a leash; at the very least you could loop one over her head & lead her into the house when this guy shows up. (Sorry; I don't trust retractable leashes at all) Not say a word; just walk her away, every time this guy show up.

I'm not a fan of retractable leashes either, but that's mostly because people don't use them correctly and are a menace to society with them around here.

Another thought: have you tried to track down where this joker is coming from? Do any of your neighbors know him? Does he live alone or does he have a family who takes care of him?

Is it possible to reposition the fence to the outside of the sidewalk? :) (sorry, couldn't resist)

Or reposition the sidewalk onto your property, then he would be trespassing and your dog would just be protecting your home lol:p

I'm not either but they are good for teaching re-calls so don't aren't tripping over a ton of leash. We have horse lunge lines here and trust me 30 ft of line can get to be a pain fast when you are working re-call so I have a retractable so that it comes in as fast as they do and no one gets tripped up. Otherwise it never leaves the house :)

Reading about your situation just infuriates me!! What a completely idiotic thing to do. I agree with some of the others. Definately get him on video. File harrassment charges if necessary. Hopefully, once he sees the camera come out on a couple of occassions, he will back off. If he doesn't, then he really is "harrassing" you and your dog and charges should be filed.

Also, the water hose thing could be a really great diversion tool... It might even help to re-establish a more positive association for Topaz with the little dogs. Little dogs equal fun times with the sprinkler :) Ha!

I hate you are having to deal with this. I live in a small town with very small town thoughts about dogs. Dogs are allowed to run around without supervision. It also seems that those people that don't have a problem allowing their dogs to run around creating problems for others (spreading trash all around on trash days, chasing cars and bicyclists and joggers,) are also the ones that don't spay or neuter their dogs... thus leading to more strays... grrrr... Sorry I digressed into my own frustration. People can be so stupid!

Definately for your own security... Video and document. I like the leash idea too. Drs. Foster and Smith online sells long lines for cheap. IMHO I like long lines better than the retractables, bc the retractable leashes can cause some severe damage if they get wrapped around someone's leg and the dog takes off running.... Best of luck to you!

Thanks all. I know he lives a couple blocks over, and the neighbors all say "Oh yeah, that guy". LOL We're all aware of him, but haven't followed him home. Definitely going to get him on video next time.
I have a long lead from when I was training her to stick around the yard and come when she was a pup. So I'll either use that or the old retractable leash I keep in my car if I ever need a leash for some reason (stray dog, etc). We'll see which one works best for the situation.
I really appreciate all of your advice and being frustrated along with me! Believe me, if I could afford a 10 ft fence around the lot, I would do it!
