MO-Village of Windsor Hill passing Pit Bull Ordinance

“It shall be unlawful to keep, harbor, own, or in any way possess within the corporate limits of the Village of Windsor Place, any pit bull dog†without current owners meeting standards and requirements set by the board members of the Village of Windsor Place. That is how the ordinance began, which was read to a packed house during the regular monthly meeting of the Village.


The pit bull has been a hot topic for several months at the meetings and comes in the aftermath of individual encounters between residents and dogs in the neighborhood. Residents have raised their concerns and asked administrators to take action before a more serious incident occurs. But the administrators actions, or lack thereof, on the advise of the Village’s attorney, Drew Hilpert have left the residents frustrated.


According to Hilpert, the original covenants, adopted for the Village years ago, should have sufficed with a leash law in place, but with pit bulls in the neighborhood and the growing stigma attached to the breed, residents are determined to have a law forbidding the breed. The ordinance, which is similar to ordinances adopted by other cities in a growing trend, does not forbid the pit bulls that currently reside in the neighborhood but forbids any new pit bulls from coming in and puts extremely strict rules in place which will make it very difficult for owners of those dogs to keep them.


The ordinance would force owners to provide proof of $100,000 in liability insurance and register the dog within 10 days of the effective date of the ordinance. Other wording in the ordinance details specifically how the pit bull will be kept within a pen or structure. This was the first reading of the ordinance which will not go into effect until after a second and third reading that will take place at the September and October regular meetings.
