I agree. As much as I would hope he could be save, it would be a long process. He is beautiful but...They should do a video on the dog and show people why chained dogs are bad. He may be in a fenced yard but he is still treated like a chained dog. My question is whether or not that is really the BIL dog or did he get a big dog, couldn't handle him so he stuck him in the backyard. I have heard that story before. It's a friend's dog, honest.

On a side note, he should get the dog out of the house and not try to make it someone else's problem. I had an uncle who purchased a wolf/shepherd. The dog was beautiful but the only person who could go up to it was my uncle. He had him chained outside near the entrance to his garage so people wouldn't break into the garage (he was a self employed mechanic). Anyway, the dog got off one day, got into the house and attacked his wife and kids. He came home to blood all over the house and his wife and kids hiding in the closet. Thankfully the injuries weren't life threatening. If the dog is truly that aggressive, for his family's sake, he is going to have to make a hard choice here.
